Look...Captain Blue Balls said that Cap'n Crunch is a pirate. So if he's recognized as a pirate BY another pirate, then he is, in fact, a pirate.

Actually Capt Crunch IS a pirate.
Do Naval officers normally run their ships into buildings and kidnap people?
Sounds very Piratey to me. There's a chance that Crunch was once in the Navy and went rogue when they promoted his brother over him...See evidence here.
